不符合布鲁克大学的雅思小分不低于6的要求 但是有希望能进吗

- IELTS scores of 6.5 or greater, with no band below 6.0.
The information above is copied from the Brock official webside. However, I learned about one student whose TOEFL scores is also lower than the request and he still got the offer, but he did a good job on the writing part like you did reading well, but the student has come to Brock for more than one year so something might be changed. Anyway, IMO you can try to apply Brock first, and if you did not get the offer, you could try to retake the IELTS. And then, apply the U of T directly
